In Japan, the aging population is rapidly increasing and the shortage of workers in the nursing care industry has become a serious issue. While nearly 90% of people have a positive image of caregiving and welfare work, seeing it as rewarding, more than 90% also feel that it involves significant mental and physical burdens.

In response to this situation, the acceptance of technical intern trainees and specific skilled workers from overseas has expanded. In particular, ASEAN countries such as Indonesia, Vietnam and Myanmar are attracting attention as important suppliers of human resources.

In Indonesia, by 2045, approximately 20% of the population will be elderly, and there is an urgent need to train care workers even within the country. In Vietnam, the aging of the population is progressing at a rapid pace, and there are challenges with the human resource development system. However, Japan has a great deal of experience and value to offer. Myanmar, having a large young population, is also a region with significant potential for care workers.

More than just accepting labor, Japan needs to create an environment where technical intern trainees can learn with peace of mind and grow in their fields. We aim to be partners who, together with sending organizations, nurture human resources who will bear the future.

Indonesia

With systems gradually being established、nursing care human resource development is now underway

In Indonesia, nursing care is considered a part of the medical profession, the system for nursing care is still developing. However, with the country’s rapidly aging population, the demand for caregiving is growing both domestically and internationally, and now the nation has begun efforts to develop human resources for this field.
In 2025, a project to strengthen the capabilities of care workers led by JICA and the Ministry of Health was launched. Human resource agreements with Japanese companies are also progressing, and Indonesia is now one of the most promising countries for supplying care workers.

Vietnam

Country with expanding educational support and high numbers of trainee applicants

In Vietnam, as the aging population grows, supporting for nursing care education incorporating the Japanese standards is expanding. Through the provision of Japanese language and caregiving skills learning materials, systems are being strengthened to allow future trainees to come to Japan better prepared with practical knowledge.
In reality, many young people hope to work in Japan、large number of highly motivated personnel are waiting.

Vietnam

Myanmar is also one of the countries that has a stable demand for technical intern trainees in nursing care field. Especially, they are highly appreciated in Japan because of its honest and polite national characteristics.
In the future, we are hoping to get a stronger collaboration between sending organizations and accepting organizations and having a solid support system will be a key to success.
